Suspension of New Applications for Housing Joint Guarantor System

Since 2003, Tohoku University has implemented the Tohoku University Housing Joint Guarantor System to support international students who have difficulty securing a joint guarantor to rent apartments. This system has been operated with the cooperation of faculty members and administrative staff in each department.

However, due to the widespread use of rent guarantor companies, the significant burden on faculty members and administrative staff in managing the system, and the expected further increase in the number of international students, we have decided to terminate this system and introduce a new system with more comprehensive support.

The Tohoku University Housing Joint Guarantor System will stop accepting new applications as of December 31, 2024.

We strongly recommends that international students use the ‘SUMURAKU  Plan’ provided by the Tohoku University Co-op when signing contracts for private apartments. The Plan not only offers a rent guarantee but also provides a 24-hour multilingual call center service that you can contact if you encounter any problems while renting the apartment, allowing you to live with peace of mind.

As a transitional measure, students will be allowed to renew their Tohoku University Housing Guarantor System contract until they complete their current programs (undergraduate, master’s, doctoral) provided they are enrolled as of December 31, 2024.

Join the Japanese Evening Classes @ Aobayama Campus!

The Japanese Language Education Laboratory at Tohoku University’s Graduate School of Arts and Letters is pleased to offer evening Japanese language classes at the Aobayama Campus.

These classes, part of the teaching practicum for students in the Japanese Language Education program, will run from October 17 to December 24.

Tohoku University’s international students, foreign researchers, and their families are very much welcome to join these classes.

Join the Free Japanese Language Course for Work by JICE! (August Intake)

The Japan International Cooperation Center (JICE) has been entrusted by the Ministry of Health, Labour and Welfare to conduct the Training Course for Promoting Stable Employment of Foreign Residents.

As a part of this initiative, JICE is offering free Japanese Language Course for Work (Intermediate level), scheduled to commence in August.

The application process for this course is straightforward. Simply visit your nearest Hello Work office with a passport-sized ID photo and your Residence Card, and take a placement test to become a part of the course.

Training Course for Promoting Stable Employment of Foreign Residents

Level: Intermediate
(This class is for people who can read and write Hiragana and Katakana and have studied a little Japanese before. It is also for people who can communicate somewhat in simple Japanese in daily life.)

Course Period: August 26 to October 11

Class Time: 9:30 -12:30

Class Date: Monday – Friday

Place: SenTIA in Sendai International Center

Application Deadline: August 14

[To Chinese Students] Frauds Targeting Chinese Nationals and Ban on Importing Meat Products

Frauds Targeting Chinese Nationals

Many scams targeting Chinese nationals have occurred in Japan, and similar cases have been reported at the university.

The criminals call Chinese nationals, pretending to be members of the Chinese police, and mislead them with threats such as, “Your bank account is being used for illegal money transfers. If you don’t do anything, you will be arrested and deported.” Then the criminals tell them to send money to a designated bank account.

The criminals also tell Chinese nationals, “Never tell others about this,” and try to convince them to believe the criminals through various tricks.

To avoid becoming a victim, even if the caller claims to be from the Chinese Embassy or Public Security Bureau, hang up the phone and consult with your family, a familiar person, the university or the police.

Ban on Importing Meat Products

We have reported an increase in international mail packages containing meat products addressed to residents of the university’s dormitories from China.

Importation of food containing meat is banned by Japanese laws. If you violate this, you may be subject to imprisonment and/or fines.

Be sure to tell your family and friends in China not to send meat products to your residence in Japan (such as dormitory or apartment).

Join the Japanese Language Program at Kawauchi Campus!

The information for the Tohoku University Japanese Language Program for the first semester of 2023, which will be held at the Kawauchi campus, is now available on the JLPK website.

Overseas applicants can also apply for the Nihongo ID, which is required to attend the program. However, please note that a Tohoku University ID is necessary to apply for the program. Please liaise with your respective department for the issuance of the Nihongo ID.

For those who are newly joining TU in April, please apply for the Nihongo ID after April 1st, once your Tohoku University ID has been activated and is valid.

We are pleased to announce that the Miyagi International Association (MIA) will be holding a Japanese language course starting April 2023.


MIA offers evening courses, which can be attended by those who only have free time in the evening, such as international students and foreign researchers.

Special Joint Consultation for Foreigners (being held on December 3)

Have you experienced any difficulties while living in Japan?
For example: Not knowing how to prepare when considering a divorce.
You worked overtime, but your employer will not pay you.

Due to the fact that the number of people departing from Japan has been increasing, the special measures on status of residence for international students who have difficulty in returning to their home countries is being terminated.

Only if you have difficulty returning to your home country and your “Student” status expires by November 1, 2022, you may be permitted to change your status of residence to “Designated Activities (4 months)”.

Mandatory enrollment in cyclist liability insurance has been posted

As of April 1, 2019, the Sendai Bicycle Safety Bylaws will make it mandatory for anyone riding bicycles within the city limits to enroll in cyclist liability insurance.
For international students, cyclist liability is covered under Inbound Futaigakusou. Please find out whether or not you are enrolled already.
If you are not enrolled, please enroll in both Gakkensai and Inbound Futaigakusou.

Test Emergency Email to be Sent from Sendai City on November 5

There will be a tsunami evacuation drill in Sendai on November 5 (Sat.). As part of this drill, a test tsunami warning message will be sent by email on the major cellular providers (NTT docomo, au, Softbank) at 8:33 am. This emergency email will be sent to all mobile phones within Sendai city limits and everyone with a compatible mobile phone will receive it. (However, some service providers/phone models are not able to receive emergency email messages.) The email will be delivered and the loud alarm will sound even if your phone is set to silent mode. As this is just a drill, please remain calm.

Bicycle traffic safety videos called “Do you know bicycle traffic rules?”

The Sendai Tourism, Convention and International Association (SenTIA), has produced the following instructive videos mainly for expatriate residents who are not accustomed to Japan’s traffic rules. The videos are designed not only to teach viewers the minimum required knowledge for safe use of bicycles, but to encourage them to comply with the traffic rules and manners as well. Viewers will also learn how to ride bicycles safely and what to do in the event that they have a bicycle accident. These videos are available in English, Chinese, Vietnamese, Nepali and Japanese. Please watch the one provided in your preferred language to help you avoid traffic accidents!

Revision of the fare for Sanjomachi?Kawauchi Station City Bus Route

In the latest issue of Gakusei Shien Dayori the fare for the city bus route between Sanjomachi and Kawauchi Station (to begin when the Tozai Subway Line opens) was reported as JPY 170. However, the Sendai City Transportation Bureau has informed us that the fare has been changed to JPY 180. Please take note of this to avoid any confusion when using the bus. New Gakuto Sendai City Bus/Subway Free Passes and pre-sale

New types of the free pass will be introduced with the opening of the Tozai Subway Line on Dec. 6.
The free pass go on sale on Nov. 22 ahead of Dec. 6.

Suspension of New Applications for Housing Joint Guarantor System

Since 2003, Tohoku University has implemented the Tohoku University Housing Joint Guarantor System to support international students who have difficulty securing a joint guarantor to rent apartments. This system has been operated with the cooperation of faculty members and administrative staff in each department.

However, due to the widespread use of rent guarantor companies, the significant burden on faculty members and administrative staff in managing the system, and the expected further increase in the number of international students, we have decided to terminate this system and introduce a new system with more comprehensive support.

The Tohoku University Housing Joint Guarantor System will stop accepting new applications as of December 31, 2024.

We strongly recommends that international students use the ‘SUMURAKU  Plan’ provided by the Tohoku University Co-op when signing contracts for private apartments. The Plan not only offers a rent guarantee but also provides a 24-hour multilingual call center service that you can contact if you encounter any problems while renting the apartment, allowing you to live with peace of mind.

As a transitional measure, students will be allowed to renew their Tohoku University Housing Guarantor System contract until they complete their current programs (undergraduate, master’s, doctoral) provided they are enrolled as of December 31, 2024.

[To Chinese Students] Frauds Targeting Chinese Nationals and Ban on Importing Meat Products

Frauds Targeting Chinese Nationals

Many scams targeting Chinese nationals have occurred in Japan, and similar cases have been reported at the university.

The criminals call Chinese nationals, pretending to be members of the Chinese police, and mislead them with threats such as, “Your bank account is being used for illegal money transfers. If you don’t do anything, you will be arrested and deported.” Then the criminals tell them to send money to a designated bank account.

The criminals also tell Chinese nationals, “Never tell others about this,” and try to convince them to believe the criminals through various tricks.

To avoid becoming a victim, even if the caller claims to be from the Chinese Embassy or Public Security Bureau, hang up the phone and consult with your family, a familiar person, the university or the police.

Ban on Importing Meat Products

We have reported an increase in international mail packages containing meat products addressed to residents of the university’s dormitories from China.

Importation of food containing meat is banned by Japanese laws. If you violate this, you may be subject to imprisonment and/or fines.

Be sure to tell your family and friends in China not to send meat products to your residence in Japan (such as dormitory or apartment).

There have been several scams in which Chinese nationals living in Japan have received calls on their cell phones from people claiming to be from the Chinese Embassy or the Chinese Public Security Bureau, demanding money.

Due to the fact that the number of people departing from Japan has been increasing, the special measures on status of residence for international students who have difficulty in returning to their home countries is being terminated.

Only if you have difficulty returning to your home country and your “Student” status expires by November 1, 2022, you may be permitted to change your status of residence to “Designated Activities (4 months)”.

Mandatory enrollment in cyclist liability insurance has been posted

As of April 1, 2019, the Sendai Bicycle Safety Bylaws will make it mandatory for anyone riding bicycles within the city limits to enroll in cyclist liability insurance.
For international students, cyclist liability is covered under Inbound Futaigakusou. Please find out whether or not you are enrolled already.
If you are not enrolled, please enroll in both Gakkensai and Inbound Futaigakusou.

Test Emergency Email to be Sent from Sendai City on November 5

There will be a tsunami evacuation drill in Sendai on November 5 (Sat.). As part of this drill, a test tsunami warning message will be sent by email on the major cellular providers (NTT docomo, au, Softbank) at 8:33 am. This emergency email will be sent to all mobile phones within Sendai city limits and everyone with a compatible mobile phone will receive it. (However, some service providers/phone models are not able to receive emergency email messages.) The email will be delivered and the loud alarm will sound even if your phone is set to silent mode. As this is just a drill, please remain calm.

Bicycle traffic safety videos called “Do you know bicycle traffic rules?”

The Sendai Tourism, Convention and International Association (SenTIA), has produced the following instructive videos mainly for expatriate residents who are not accustomed to Japan’s traffic rules. The videos are designed not only to teach viewers the minimum required knowledge for safe use of bicycles, but to encourage them to comply with the traffic rules and manners as well. Viewers will also learn how to ride bicycles safely and what to do in the event that they have a bicycle accident. These videos are available in English, Chinese, Vietnamese, Nepali and Japanese. Please watch the one provided in your preferred language to help you avoid traffic accidents!

Revision of the fare for Sanjomachi?Kawauchi Station City Bus Route

In the latest issue of Gakusei Shien Dayori the fare for the city bus route between Sanjomachi and Kawauchi Station (to begin when the Tozai Subway Line opens) was reported as JPY 170. However, the Sendai City Transportation Bureau has informed us that the fare has been changed to JPY 180. Please take note of this to avoid any confusion when using the bus. New Gakuto Sendai City Bus/Subway Free Passes and pre-sale

New types of the free pass will be introduced with the opening of the Tozai Subway Line on Dec. 6.
The free pass go on sale on Nov. 22 ahead of Dec. 6.
Sales locations will be very crowded from Dec. 6 so it is highly recommended to buy your pass on one of the pre-sale days, Nov. 22 to Dec. 5. See here for details.
